Seriously though, as others have said, check out home improvement stores and dollar stores.  And as for your question on clamps, my personal preference (especially for beginners) would be something thats adjustable so you can decide how much pain you want/need.

I had a good 30 minutes fun out of a pair of chopsticks that they gave away with my sushi ... when I say fun .. I mean squealing and trying to run away

am sure the person chasing me had fun though!

There are some toys im my opinion you do not want to purchase from some places because they are cheaper...some may be worth saving up for...

The first *things* I ever bought were wrist and ankle cuffs...I paid a good price but...I stiff have them 23 years later...
 
Now when I was younger...my dad had quite a collection of ties that I would borrow once in awhile that made excellent restraints -L- Something about silk, if leather is not available...
 
Your in a city where there should BE some excellent stores where you can look around...

Not EXACTLY beginner stuff, but could be....check out your local army/navy surpluss stores.  They often have fairly good quality handcuffs and anklecuffs at very reasonable prices and have many more items that might catch your attention as well.  Let you imagination run wild.

I was going to suggest looking through your house.  Ties, scarves, belts, make good restraints.  Wooden kitchen spoons, spatulas, hairbrush.   Someone else mentioned the wooden paint stirring sticks (those are free at the home improvement stores).   You would be surprised what you can come up with.   Some of the best toys were never bought at a "toy" store.

Things dont have to be all that expencive. my Master gave me a homework once to go around in IKEA with kinky glasses on. I found a bunch of things. chopsticks and rubberbands work great. cloaths pins. i found a nice thick black rope. one of my favorits are this little things you hold the escargoes with. nice for taking a big pinch of something.

craftstores, home improvement stores. art stors. just think kinky thoughts and you will be supriced. look around online for kinky DIY places that have make your own projects. also verry fun. First thing i made was a flogger i absolutly adore.

i love the clover clamps that will tighten when you pull at them,  using just an ordenary sweing machine i made my own blindfold and restraints. love em.  But as most have said. it realy depends on what you find interesting. ofcorse you dont need 10 floggers if you dont like floggers (if you love them, you need atleast ten).
