I would be wary of holding out even a little hope that someone else will change. As you have experienced, even talking with someone else doesn't necesarily lead to them changing their behaviours. What you can focus on instead is your own reactions and focus
It can be really difficult for a person in a long distance relationship to give compliments about your physical attributes as he can't touch them, webcams are ok however I imagine that they are nothing like the real experience of touching and being with someone.
Maybe you could look at other signals he is giving you that he likes you eg. does he reply to your emails, does he seem to want to talk with you regularly, does he smile when he sees you if you both have webcams. These are the ways that he will be showing his interest in you.
