I've carried leather cuffs, however, through checkpoints with no problem at all -- I'd expect that the ones with big sharp spikes on them might be inspected further but if they're just the simple leather-and-D-ring ones, you should be allright. I'm kind of surprised they even let leather cuffs though, but I'm wondering if its because they likely don't show up in the Xray, or perhaps the handler didn't know what he or she was seeing...
