Why is it strange for one sub to contact another?
I do it all the time (not for penis related reasons however)

It is done strictly for the subs arousal, and VERY infrequently, for me at least. I see no point to it.
If I am really that concerned with their endowment as to humiliate them over it, then I am obviously not really concerned about the rest of them... just their penis. If that actually is the case, rather than deal with someone substandard... I'll just find a new sub.

I've had several subs contact me and ask me how big Fox is, and if I would consider keeping them around just to humiliate them because they had small penises. I dont see the appeal of bringing on someone just for that reason.

It might be considered that, depending upon that sub's relationship with its Dom. Or it might be used by a Dom as a reward for the sub's exceptional behavior, to be doled out at the Dom's discretion.

I think it really comes down to how each Dom and sub pairing, that are into that practice, decide its best use.

Depends, is that particular kink being acted upon?

I mean, having a fetish different from your partner's list is not in itself topping from the bottom since we've all got different interests, but if a submissive were to actually ask for it and beg for it and then be given it then yes, it is kind of topping from the bottom...

But say the submissive's been really well-behaved lately, and the Dom/me out of nowhere decides to indulge this long-standing fetish they know their sub has... well, then that's a bit different, because the dominant is choosing to enact it on their own.

Just my viewpoint of the matter.  A wise Domme once said "OPINIONS ARE LIKE ASSHOLES..."

I expect that it is driven by emotional or mental masochism.

I expect that at least some of those who are into it at some point encountered a scenario--a story, a scene in a film, or a personal experience--where a woman mocked the endowment of a man. Or the triggering scenario may have been more general; it may have been someone mocking another for some other physical attribute. They might have then directed this general scenario to a more specific scenario of mocking the penis because they consider their penis to be an attribute that they consider inadequate and one that can be mocked. I expect that the humiliation or vulnerability represented by that scenario aroused them and eventually became a significant D/s interest for them. I think this is how many D/s interests evolve.

Why do I see "small penis" associated so strongly with the idea of a man being submissive?

As a dominant woman I find myself offended deeply by the idea that only an inferior man (which is how this is spun by others) would submit to a woman.

Shouldn't a man want to offer the best and the most he can to his dom?

I don't think the idea comes from a want to be submissive but from discomfort-based masochism. It is just that submission and this type of masochism often coexist in one person and, so, one sees a submissive with an interest in this activity for masochistic reasons.
