considering some places i've lived.....
personally, i think the landlord is weighing up whether or not it's worth fixing. it's a very old house, and real estate wise, in a non-location (just ask the posties, half the time they don't bother looking for it).
he's never going to be able to sell it - needs far too much work. so i think he's doing what needs to be done safety-wise, and isn't too worried about the rest.
doesn't fuss me that much. i won't be living here forever, and i love the place even with all it's oddities and falling to bits-i-ness
