I am probably not the best person to answer this.  I absolutely LOVE b-movies, and most of them fall in the sci-fi and horror genres.  I was an avid fan of all the Joe Bob Briggs hosted shows.  So I am not exactly discriminating in my tastes.  But I'll take a stab at it (pun intended ).

John Carpenter's Halloween.  I like all of the movies in the franchise, but I am attempting to be a film snob for you.  It's a great movie, and it doesn't need a lot of gore to be scary.  Speaking of John Carpenter, I love Assault on Precinct 13, which really is a horror movie.  He based the attacking gang in the movie on Romero's zombie flicks.  I also loved John Carpenter's The Thing.  Oh, I actually liked Rob Zombie's remake of Halloween.  I think he did a great job with it. 

I thought the first two movies in the Phantasm series were scary as hell.  Angus Scrimm is just a spooky looking dude, and he excels as "the Tall Man."  All of the movies in the Evil Dead franchise are favorites of mine.  You can't go wrong with Bruce Campbell, the king of B-movies (it's not scary, but I highly recommend Bubba Ho-Tep.  It is absolutely hillarious, and Bruce Campbell did a great job as Elvis.  Yes, Elvis is the main character and he fights an evil mummy with the help of a black man that thinks he is JFK.

Not scary, but I loved all the Nightmare on Elm Street movies.  I grew up with those movies.  Of course I love all the Romero zombie flicks.  The special effects are cheesy, but they have great plots.
