That is doable. It has happened to The Netherlands which was divided into Belgium and Holland, to Germany which was divided into East and West Germany, to India which was divided into Pakistan, India and Bangladesh, and most recently of course it has happened to the Sovjet Union. Plenty of precedents.

The problem is that the people have changed.    Maybe I'm just cynical but I can't imagine people caring enough about their neighbors any more to stand up and fight when they see an injustice.    There have been plenty of examples recently where small groups of people were persecuted just because they were different from what was the accepted norm.   The mass majority of the people just sit back and believe whatever lies the government tells.
