Maybe I'm just cynical but I can't imagine people caring enough about their neighbors any more to stand up and fight when they see an injustice. There have been plenty of examples recently where small groups of people were persecuted just because they were different from what was the accepted norm. The mass majority of the people just sit back and believe whatever lies the government tells.
