They've become symbolic (well for British chaps anyway) of the difficulty one faces in verbalising something so significant that one is almost overwhelmed by it. So the words carry a clear message of a compliment, connotations of significance and of one's inability properly to voice the grandeur of an aspiration. So the phrase is there to reinforce and emphasise the "she's mind-blowingly impressive" statement, not to negate it. (One day you Americans will get to understand all the subtle nuances of the Queen's English as she is properly spoke).
