President Bush was less than a year in office, and many positions in his administration were still unfilled at the time of the 9/11 tragedy.  This is apparently what prompted him to push for changes in how transition was accomplished.  One of those changes was the fast tracking of security clearance checks for President-elect Obama's staff.
 
Anyone who knows me knows that I'm not a Bush fan.  In this, however, he is indeed doing his best for the nation.

So if I'm understanding this, you're implying that his inability to put his own house in order after 8 1/2 months in office was somehow the result of bureaucratic red tape and not really his fault.

And, again if I'm understanding correctly, your 9/11 reference was meant to imply that this inability to staff key positions (which of course was not in any way Bush's fault) excused his failure to react to clear warnings of a terrorist attack.

Good thing you're not a Bush fan.

I was also impressed that President-Elect Obama stressed at his press conference today---he said it twice--that America has one President, and until Jan. 20, that President is Bush.
