I don't think that the Pres can make a preemptory pardon. They can, and have. Ford's pardon of Nixon was pre-emptory, as was George H.W. Bush's pardon of Caspar Weinberger. The capacity of the President to pardon himself is debatable. The Constitution precludes Presidential pardons for impeachment cases, and impeachment is the first step to a Presidential prosecution. Fortunately, the Supreme Court has never had to address that question.
