I personally would not allow them to control my finances, as they are mine and mine alone, and I am quite capable of controlling them, and should I become unable to control my finances, because I chose not to and make irresponsible choices, then there's a problem that needs dealt with on a deeper level than him controlling my money..

But It can work and people can be happy with it when all people are on the same page about what's allowed and what isn't and just how the finances are to be controlled.

Yes, but instead of relying on others to manage it for you, shouldn't you learn money management for yourself. There won't always be someone looking over your shoulder making sure you're managing it properly. Money management is a life long skill of any adult, and should be learned so one may manage their own money and not rely on others to do it.

I understand what you are saying, but wouldn’t you also consider if one party of the relationship both is inept with finances and really wants the other one to handle them it is reasonable for them within their dynamic?

Nope, if both of you are inept with money then neither one has any business controlling the others finances I feel.
