Combine this http://www.controlbyweb.com/ with established remote shock collars (that the control can be integrated) and you already have it.

The more I consider this... the more I'm thinking I ought to be calling an engineer friend of mine about creating some prototypes. An something about that just seems... wrong... somehow.
