But you stated a good chunk of the problem, bear. Many times both parents are working, sometimes multiple jobs just to get by, and along the way, time runs out. Other cases, the parent(s) simply don't care, or think the educational system is fine. And there is the case with NCLB, that when the um learns they don't have to learn, not do homework or anything but what they want to learn or do, and still get passed anyways, there removes any motivation to learn. That's why I don't like NCLB.
