I've seen vehicles driving on the street with the whole front end and doors removed. If you're talking about building a car from scratch, it again varies by state. There are a lot of hoops to jump through to register a kit-built or home-built chassis, but it can be done. You're generally a lot better off getting a titled shell with a VIN you can register, and building around the VIN, even if you put an entirely new frame underneath the car.
