Those are Toto brand "washlets" from Japan. While the export models have English buttons, the Japanese ones have kanji for the various features (wash, bidet, dry, etc.). I lived in Japan for five years around the time they were first introduced. There were many foreigners who were taken out to dinner at nice restaurants by their Japanese hosts, and the upscale places always had one of these devices. The confused foreigners often figured that one of those buttons must be the one to flush the toilet. Pressing buttons at random, they frequently hit "wash" which caused a little arm to appear from below that shot a stream of water all over them, soaking their clothing and the bathroom floor until they could figure out which button said "stop". It was always fun to see a fellow Westerner emerge soaking wet at a business dinner; all the locals instantly knew what had happened.
