Sir,
I am new to this website, but I too have an issue with being late, <blush>. First, to look at the reason she is late....this may be a small "button pushing" test to see what you will do, or it may be that she just wants more attention. If you have discovered what things are actually "punishments" for her, then those may be of use.
I know that I have had one Sir who would not punish me until the very end of our session....There was this big build up of tension throughout the entire session even though his only comment would be something to the effect of, it's 10:15, what time were you supposed to be here?
Another Sir suggested, standing a sub in the corner at the next session for every minute she was late.....this might be particularly effective if you interupted her pleasure to punish her.
I hope these suggestions help, Sir. I know that instilling structure into your submissive's life helps you grow together. It sounds like she is asking for this.
