Floggers here at home are always hung so that the leather falls are free to hang downward. When packing them for a party or event I have always tied ribbon loosely around them in 4 to 6 inch increments starting at the top and working down. Hair scuncies work well too but make sure you don't put them on too tightly. They are then put into a flogger bag of the proper size. These bags are cheap and can be purchased at most events. If you are handy that way, they are also easy to sew. This seems to keep the falls from wrinkling or becoming creased. Hope this helps.
