OK I missed the part - "he bought an apartment". This does sticky up the wicket a bit, but offers more opportunity. Aneirin, look in your OWN contract with the association or whatever they call it. It might be quite revealing.

LE; It seems easy but some of the sources are not so reliable. The only real way is to know someone who can access the actual NCIC database, and those are usually LEOs, but a connected lawyer can usually get to it. Interesting point, if I may wander into it temporarily. (try not to hijack that is).

The US has taken to private record holding when it comes to certain things. For example I have known some people, an insurance guy tells me he can't accerss my ACTUAL driving record. However when you have insurance the LEOs report infractions to the insurance compamy which then forward them to a company that simply serves as a database for subscibers. Now this is for traffic only. The most well known company engaged in this right now is called Choicepoint.

As I am soon to become a landlord, there is another agency. They send someone down to housing court periodically and all they do is compile a list of names of litigants. This provides a databasde for homeowners who are going to get their feet wet in the rental game. It is not truly access to the court records. Actually that can be had when it comes to housing court, but the dtabase service makes the search alot easier, and they cover many venues as well. In other words, the prospective tenants could have burned down three houses in Eastlake and if I check the Cleveland records I will find nothing.

Likewise, as my buddy the insurance guy said, that is why car insurance is so high if you haven't had it for awhile, you could have done anything and we would have no idea. Choicepoint also gathers data from as many venues as they possibly can cover of course.

In fact that brings up a possible course of action. If such a database exists there, a query is not likely to be found easily. Just pose as a potential landlord. Of course the association might have, but as I stated before, in this case any additional information can be useful.

No "Megan's Law" here sorry; even the vilest sexual predators have a right to privacy under the Human Rights legislation..... the compromise was to notify single people with kids if such a person came into their life - but as said, that relies on the predator informing the police what he's up to and the police/probation service (heavily overstretched already) keeping tabs on him.

Mind you the reason behind there being no "Megan's Law" here is very simple - he (or she occasionally) would be killed within a week if the neighbourhood knew he/she was amongst them.

I guess not. No megans list in the UK.   Wow.   ....I have already run license plates- locate the correct form- send in the fee.   No problem.

I think the corporations are the culprits.    Man that would be so odd- to live in a secret society- (UK)

What about sunshine laws?     Public business must be open meetings.  Not closed door.   PA heard alot about that in the past 10 years....

The US its easy to find the dirt on people.  However people move -some every year- every 3 years- and much of the data is outdated. 
Some addresses are like 5 houses ago.    

We have "privacy" and "confidentiality".... and toss that in with libel - as alot of players get around it.      ...and I don't mean happenstance.
....there is an astounding amount of WRONG data out there.   Sloppy data.     So- to some extent it mutes the concern. 

Maybe that is what the Patriot act if for. So now we can happily rejoin the homeland with the whole of Europe and all live in bliss and fascism.

You mentioned cctv.
You might want to try this or something similar instead.

Easily hidden and/or camoflaged. Most can be set for time laspe or motion detect activation.
Proof via photos are the best way to nail this asshole. If that can't be done and you're all fully certain it's him then I suggest a blanket  and wrapped up bar of soap for him on some dark night.

It sounds like he wants to rape her.  Like he is bent on some type of military coup.  That HE is the general and the block is the "conquered" territory. So he seems to have a god complex.

I had some bumperstickers printed up for just such situations. A NFH, a brother-in-law who owes you $500 and doesn't want to pay, an asshole co-worker etc.
My brother the fire Lt heard about them and asked for some, seems the cops would stop by the station, drink up all the coffee and piss all over the toilet seat and floor then leave. He snuck one on the back of their cruiser while they were slurping and pissing.

Needless to say situation sounds scary. The nfh has ***retarded social skills*** thus is acting immature.

Destroying personal property (cars) is a crime. Peeping Tom behaviour is something else the cops need to know about. My lawyer would probably advise,- write everything - with the date, time, down. Send letter to cops. Send copy to landlord. Devient behaviour could indicate some mental issues, thus, send another copy to the head of local hospital. At same time, send copy to local new station.  This provides a good chance someone somewhere will take official action. Plus the added bonus they all know each other knows. Hard to pass the buck when there is no-one left to pass it to.

Perhaps *before* taking the above actions ... a larger man than the nfh could try talking to him.... Someone w/ a lot of patience and core of peace. Nfh will test - he has ***no concept of social boundaries***.

Try a peaceful organized protest... again contacting the local news? Or include that in the letter w/ day event is planned for?

Last option is for everyone to move. Or send PA-Hunk in. Pink is a grand colour, lol!

Mom moved into a condo.   She had abit of friction. I told her to go to the meetings.    Somehow- things improved.    All she had to do was look awake and focused.    

Many of the issues stopped.      She isn't worldly or sophisticated, but the others seen- ut oh.  This lady co-owns the building, and she made her presence known at the meeting- a proper and appropriate mode to deal with grievences.   

I have now advised her- to blurt out that she would not mind running for treasurer.       So we shall see.   (true story)
