I thank you all for your words that offer food for thought, but the latest is, the woman concerned has no interest in even attempting to sort the situation out, for it has been her experience that it comes to nothing except bad feeling on all sides. She is fearful for the 'what next', but we have told her, nothing will happen for the good if she stays silent. More possibly if once she is conquered, that feeling of accomplishment with the nfh, will make him more confident when attempting to ruin the life of others. The others that might stand in his way if pushed include people of years 80 plus. War veterans who have no fear, they really don't know what kind of war this person plays. The lady concerned, now is unhappy, we hear she is seeking another place to live.

Passive aggressive - out of fear.  hmm.  so she ties YOUR hands.  If that occurred in PA- 2 citizens could 302 him.  That means the psych ward would admit him and evaluate him- 72 hours.... and then take it from there.

I can understand her fear- but the creep will move on to the next target.    She then ties your hands- and I note you posted "we".

The entire building is upset and out of order.   Team up with the others and figure it out.

He is not immune from the law.

He has no right to be disruptive of others- and in this care YOU.  (a victim)

If it were in my town- I would face to face with the police chief.

...I fear an escalation...with no-one "winning"

lose-lose.

I don't even know the guy- I am not violent- and out of frustration, I feel like clobbering him.

How stupid does it get?

Go to the authorities.   ....before something grave happens.

heck- a well thought out email- can skin a cat.   Parts of this thread- cut-paste edit- email-     (but not the gay part)

[Just yesterday I put together 2 important emails. Now I wait to see the outcome.  Public policy-matters- of a local nature.]   -combined with a phone call... and I could very well score the goals I have in mind.

What can it hurt?

Have the others make similar  inquiries.

You have nothing to lose- don't even have to leave the house....

I have a better a solution.

WHAT YOU NEED

- a jiffy pag or padded envelope
- a small piece of bubble wrap
- a piece of coloured paper
- 20-30 live bedbugs

However you don't write the message to your nfh, but to some other person (mistaken identity) but deliver it to your neighbour from hell through his letter box, with bedbugs inside the sealed envelope.

Leave the rest to the bedbugs to sort out.

My first way is more fun,but I'd still bet there's something in the contract you all signed that could get him out.

Aneirin,

Even if the lady moves away he will likely look for his next targets, so keep on monitoring him and hopefully you or another Neighborhood Watch type person can catch him on camera.

I am sorry you all are dealing with such an asshole.

A variation on the worm oil trick, I like it, but dare I do it.

Incidently worm oil I learned from an old countryman on how to deal  with people who annoy. It consits of digging earth worms and enclosing them in an air tight box, over weeks the worms degrade into a really foul smelling fluid, with viscous qualities. The 'oil' is taken up with a syringe and there squirted through any orrifice onto carpet or fabric furnishings. The result a foul smell that cannot be got rid of. I can testify the smell is so bad to make one wretch, for I inadvertantly created worm oil myself when I was younger and forgot to empty my bait tin after fishing. Some weeks later the idea to again go fishing and I picked my bait tin up to find ' hello', what's in here, some fluid, I removed the lid and the smell that hit me ended up sprayed all over the garage wall, (forever, it soaked into the brick).Believe me, that smell makes one want to retch, it brings water to the eyes and a sudden loss of interest in what one was doing.

Where I last lived, somehow we got an infestation of pharoah ants, they are a pain to get rid of, but if it was, whoever it was, inadvertantly infested the whole block of apartments, everyone had the problem, including it was hoped the perpetrator, if it was that we were the target. Pharoah ants I had never seen the like before, they ignore sugar, but love meat and block anything that filters water, as it was, we filtered our water.

Have you called a public building meeting?  Sorta like a HOA meeting and invite EVERYONE.  In the flier list what the meeting will be addressing such as acts of vandalism going on, etc that everyone is having a problem with and at the meeting come up with ideas of what everyone is going to do.  Start a building watch thing like neighborhood watch, discuss adding electronic ware for car park etc.  See if you can get an officer come to the meeting. ALWAYS MAKE A REPORT ABOUT EVERY INCIDENT OF VANDALISM because even if they don't know who did it, the cops may make the building their routine drive by etc.  See if this guy shows up.  Then once its over send out a letter listing the minutes.

Has anyone actually talked to this guy about what everyone suspects?  Perhaps if you all show a united front in public -- this woman may feel less like not getting involved and will feel stronger because of the public showing even if you don't single the guy out at the meeting.

If you all get together and start a building association and create it as a corporation, you can create CC&Rs and ByLaws etc that people will have to follow especially if there is a quarum on them.

I would make very sure also that this guy is the one doing it, its not easy to stop a witch hunt when one has been started.

I dont like the bug ideas.
Such is not a detached house.  Hence other units would risk also getting bugs.   Even cock roaches can jump 20 feet to the next house thru a yard.   Those highrises in Chicago/New York- one can be 57 stories up- and STILL have cockroaches.   ...and one you see one there is usually more where that one came from.

Getting screwed out of part of a bill on a construction job a few years ago, someone came up with one that stuck in my head. Depends on circumstances but sometime it can be pulled off.

Just get them a bumper sticker that reads "I Hate N*****s" or actually insert the proper racial or other slur appropriate for the area. All you have to do is place it so they can't see it. Nice thing here is that things could happen to them across town, conveniently just as you a making a credit card purchase somewhere else. Incidentally that is why you get setup with one or two stores to allow someone other than yourself to use your credit card there.

I have a couple places like that for just such an occasion. I can set up an ironclad alibi in notime. Well not quite ironclad, but pretty good prima facie, which is sometimes when it counts the most.

Aren't you all glad I use my powers for good rather than evil,,,,,,,,, usually ?

LOL

This is exactly what I was thinking...no bugs. You all live too close to one another. I lived in San Fransisco for a few years and so many places there have cockroaches. Even if you keep your place spotless they come in from the buildings next to you because they're all so close together. It was a constant problem and most everyone had it. Don't try to take care of the nfh problem and give yourself another in the process...
