Nurtz.... I can tell you, from personal experience (ok... ALMOST personal experience... I started out in New York, on the southeastern edge of Lake Ontario, which is -technically- Canada... most of the residents know it... the gov't just hasn't figured it out yet)... well anyway... I can tell you from nominally accurate personal experience that that is a move in EXACTLY the wrong direction!
