The problem is, without ID for the state you reside in, you are barred from services in those states, and while hospitals will not probably turn you from their doors, any program in place to help you pay for it, will. Since government programs and any program that may be funded with grants from the government will be REQUIRED to check this now official ID before they can provide any services, including Banks, Social Security, Medicaid, Medicare, Employers, Nursing Homes, Doctors offices, Health Insurers, Mortgage Brokers and potentially even landlords ( makes credit checks even easier) a large portion of the population will be disenfranchised. These include, the homeless ( No P.O. Boxes Allowed), the mentally ill (who tend to wander, if they are not home cared or hospital cared for), Elderly or those born prior to birth certificates or born at home, women who are hiding from abusive situations, runaways, etc. Not every one who changes their name does it for marriage, divorce or for criminal purposes. Not everyone who uses a P.O. Box address does it because there is no postal service to their rural road. The majority of Judges, Prosecutors, and Correction Officers in this country use a P.O. Box for their own safety and the safety of their families. Hopefully this will be addressed and this Act authorized by Bush struck down in challenge, but I seriously doubt it. Anyone know if the ACLU even has this on their plate?
