the market has always some one who offers and some one who buys. If BOTh agree there is a deal.
So how can one only blame the IMF?

Oh I thought they once in a while helped countries in need also. To push their economy else they would go down.

Not really. The amount of strings put onto such loans keep the population poor. Privatizing the public water service- and other stunts- with private property seizure pretty easy.

The IMF is a tool to keep the masses desperately poor.

Yes - the IMf extracts the wealth of the peons. The IMF would take a crumb of bread out of a humans mouth if it meant one more penny in profit.
