There are several brands of locks that are specially designed for this, which have their own security devices in place, and which require more than a pair of scissors to remove. We've had similar problems with even good-quality gate-locks when they get wet enough, and the only solution has been to move to a non-metal lock. That being said, if you really want a metal lock, I'd look at the Hampton Weatherproof series. MasterLock also has a covered travel lock which is highly corrosion resistant. Dame Calla
