Not sure but some peppers in combination with the skin tissue on the private parts sounds to me like...blisters..
Never tried it though....for the above reason...

I have heard of people handling hot peppers and getting painful blisters.  I wouldn't chance it.  Why not use nettles?

the blisters are from the seeds which contain the oil. Removing the seeds takes away most of the risk of a burn, but also takes away the natural flavor of the pepper.

I have no clue about the flavor of nettles.

Ginger, hand, oil, powder.....or peppermint even; would be much better, you get to much capiscum and well, it can burn and blister, and you would be out the blowjobs while she heals.

Let's have an eye towards the practicality of the situation here, kids.

I remember, decades ago, reading in the college library as I aimlessly searched for tales of D/s in the published literature (well before the web) when I found a case where the cotton-plantation MD was called to administer aid to a slave's pussy due to pepper being truly administered as a punishment of sorts. It intrigued me; however not so much that I've ever entertained duplicating the punishment on a sub.

However, I have contemplated inserting ginger up a sub's anus, were I to locate a willing local sub who would relish the exquisite sensations! :)

I wouldn't do it to that extent.  Maybe rub a Jalepeno on yourself to gauge it. I know I have been slicing peppers and got a bit of an itch down low,  OOOPS it burned pretty good for a while. 

A little dab will do ya'.
A girl at work has a huge garden and was canning salsa.  After chopping a bunch of peppers she wound up with blisters on her hands.

If it can blister hands, think what it would do to more sensitive tissues.

You could also try Ben-gay or Icy hot. I bet they have made sure that those remedies do not blister

As for pepper, standard black pepper is ok.  putting it on toilet paper.. how exactly would you implement that?  Planning to unrol it and spritz it on with a water/pepper dilution, and re-roll?

Punishment; why is it folks use perfectly scary and delightfully humiliating exercises for punishment?   Okay…moving along:
 
Know that some peppers’ oils blister skin (especially tender bits)…regardless of the removal of seeds.  Also know that a pepper grown under some conditions are bland…grown under other conditions can be practically lethal.  Do not assume a certain kind of hot pepper is ‘okay’…unless you try the thing yourself, first.  (Which I highly recommend; any good Dom knows what he is inflicting and always takes good care of his property.)
 
Above all…have fun!  And why not command her to write a paper relating what is her place with you and why it is she seems not at that place.  This would be far more productive and you both could learn something.

How does this teach her anything specific?

She can't learn her place unless you can teach it to her. Don't punish her for your incompetancies.

You want her to walk three steps behind you so you punish her at home hours later and don't correct her at the time? Right, that really works well. How about practicing what you want her to learn. Watch her, remind her when she gets it wrong, praise her when she gets it right.

But no, because you actually teaching her anything requires you being involved and obviously that's not going to happen. Of course it will be fun in the middle of the night when you go to the bathroom and get the hot pepper on your private parts. Come back and tell us what you've learned then.
