I can't speak for how it comes up in conversation for anyone else but anyone who dialogues with me for any length of time and achieves any level of rapport learns that I am extremely sex-positive.  I love sex and I don't have taboos about talking about things; in fact, I hope that the openness I have about the subject in someways causes small changes within an overtly negativistic society. 
With partners, by the time we've reached the point where we're going to have sex, there's been conversation about std status, previous partners, preferences, our own physiology, etc.  So, between the sex-positivity and 'things to address prior to doing the deed', that's how it generally is a no-brainer for having been discussed for me. 
Also, everyone has things that they prefer.  Some people have stronger preferences.  I have some that are pretty strong and I make no apologies about that; I know what appeals to me and why generally.

Due to the nature of my work, I talk to a lot of guys about their cocks,but over the phone,where they can tell me whatever they like.Some guys are into humiliation-ie  has/thinks he has a cock on the smaller side and wants to be teased for it.But some of these guys say their penises are in the 5-7 range--5 being actually the average length scientists have come up with thus far.The porn factor at work here maybe?
Guys  invariably give me the answers **8-9 inches** about twenty percent of the time,but mostly the answer is **10 or above**. I also just read in Cosmo UK that only 3% of the male population is ten inches or above,but the number goes up to 90% when the men were asked.
Personally I think it has something to do with the porn factor...as adults I am assuming the majority of men see mostly the units of well-endowed performers there,not the perfectly normal people surrounding them.
As for the lying...I think its ego.And I don't think they realize we don't care as much as they do...Men are drawn to large breasts(not all--but a large number I would venture to say) as well,and I think they assume we are drawn to size as they are.

Status: offline 		*laughs* I wouldn't know. I think of myself as "average sized" although Carol disagrees. It's never occurred to me to put a ruler to it. It's never occurred to me that being larger or smaller could be anything other than either neutral or bad if it was too large/small. I guess, in the end, my sense of worth doesn't derive from anything sexual much less something so trivial as size. Any woman who would select/deselect a partner on this basis would be pretty incompatible with me in any event.

As littlewonder said, I have never in all 45 years offered up what size I am. By the time some woman has any right to that information, she can measure herself if she's into it.

(That's why in an earlier post, I did my comparison to a hot dog... I think that's far more useful and descriptive than a set of cold numbers.) From smallest to largest:
