It's quite common for people to die of exposure in the Penines (though not as common as it is in the mountains in Scotland), and as any tabloid reader knows, London is full of hoodie posses shooting at each other.

 Just thought I'd mention, our government can't hardly afford to pay for present demand for those relying on it for healthcare now.  Look in Arizona, where VA doctors were told they won't get paid for anymore services until next year due to maxing this year's budget.

So, the idea of relying on government to handle more just doesn't sit well with me right now.  Our federal government needs to prove that it can manage what obligations it already has before I would think to trust it with more.
