Halliburon received more uncontested contracts under the Clinton administration than Bush's. There is a reason for uncontested contracts...only one company is capable of performing them. Clinton ushered that era in with the peace dividend and his destruction of competition in the defense industry. Not my point: whoever's doing it, handing over uncontested bids for Government contracts to a company is about the most clearcut example of Government intervention in the free markets you could have.
