That sounds like an article of Bob Pease's (*bows to the analog god*) where he sent up an example of the Taguchi Method.  The example was full of elementary EE design holes.  Not the best way to persuade people to use said method.

Now, I did have a design of experiments class in grad school, and it was best for looking at studies and going "Holy shit, your statistical results and conclusions are bogus!"
