There are supposed to be limits on federal power. "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people." It's one thing for the states to individually pass such laws, because the smaller state governments are supposed to be more receptive to the voice of the people. That was the premise behind our system of government, anyway. But it's an entirely different thing for the federal government to impose such a thing on the whole country.
