DHL and a soundproof box. Of course not, but... Have them travel with someone else that's taking the same route, so that the ticket is in the hands of a reliable (or, at least, known and thereby accountable) person. Worst case, have someone in the right area take care of the ticket. Or, better yet, just make sure you're dealing with the person you think you're dealing with, and that they have a stake in this. Hell, it's not as if it's hard to google their area to find a public café with a webcam to say hi and show you a licence or something. Unless you're bringing someone across the ocean, though, a ticket isn't all that expensive, so why not split it in half, as someone suggested? Health, al-Aswad.
