Here in Quebec, we didn't even get to vote on it. A law was passed and it is illegal to smoke in public places. Your writing a letter, on it's own, may not help, but if a whole lot of people write letters who knows what could be done.
As for marriage, we are completely in agreement. Who does it hurt if the two being married are of the same sex instead of opposite sexes? Further, why should two people, deeply committed to each other get fewer benefits than those with a piece of paper?
