In other words you are unfamiliar with the history of which you speak.
In addition FEMA is organized on a state by state basis. The truth of the ineptitude of all parties beginning with the mayor of N.O. who took to hiding in his high tower offices had nothing to do with State's Rights - that old battle cry for the protection of the right to own slaves as property.
