I can sort of see where the OP is going with this, but I think it is a matter of perspective. See, in our household, a servant, regardless of the rank xhe's earned, is -never- the one holding authority. Xhe may hold responsibility, but that is an extension of -service-. In the same way, a servant-trainer, butler or chatelaine may hold responsibility for the management of other servants in the household -- but, again, that is NOT an expression of authority, and any questions requiring authority to manage must come to me or to one of the other Keepers within the House. Hir service may require managing others, but if I were to see that xhe was mis-using hir position, as sure as the sun rises at dawn, xhe would hold it no longer... and if I were to hear such from a visitor in our house, you can bet your bottom dollar that hir descent from the lofty heights to which xhe'd raised hirself would be swift... and most likely quite difficult.
