Yes, i relocated years ago from Austin to NYC to serve my last Master. But then i moved a LOT growing up (grew up in Europe - Dad was Air Force), so for me a move isn't that big a deal, i do it pretty easily. For those who have been in one location most of their life, it could be much, much more difficult to wrap their minds around the thought of moving for real. i would hope that anyone that marks "able to relocate" in his/her profile would mean just that. But i'm sure there are those who will find themselves backpedaling when the situation becomes "real." i think the best thing to do is to bring it out in early conversations, how a relocation would work for him/her, has he/she prepared, etc. - no need to waste each other's time if it isn't going to be a good fit.
