Honey, are you kidding?  Women dress up for OTHER WOMEN.  Seriously.  Men don't give a rat's ass at the end of the day.  I often tell people.  Men don't care if your legs are shaven, they care if they are open.

Women care about how other women look, how they compare to other women, talk about other women, etc.  We enjoy when we get attention, but generally speaking, we all notice each other.  Men notice the sexy clothes and then throw them on the ground.  If you read the boards, you will see that pretty much all the regulars here flirt with each other - whether we are interested in each other or not (usually not).  And usually it's women with women. 

*eta:  Men and women are very different.  The way we see the world, the way we interact, what turns us on, who we fantasize about (and what), long term goals, methods of communication, ability to process information, make up of the brain (not to mention hormones, et al), body abilities, and on and on.  Why would you think this would be different?  Why would you think we are all alike?  Why would you think that men - who are in fact more visual - are the same as women?  Really, women do often have a very different agenda than a man does.  And do you REALLY think that women need to entice a man?  Really?  Have you not seen the threads of how frustrated the women are with all the unsolicited / unwanted email we get?

Heck, I love when women have sexy pix.  But they don't turn me on.  I swear.  I also don't put up sexy pix (back when I did) to get men's attention, it was to celebrate who I am or to show off DV's skills, or to say HEY I"M BEAUTIFUL, and fuck you to all the people who said I wasn't.

Some other reasons women have sexy photos:

to show off a tattoo
to show off loss of weight
to increase self esteem
to be more daring
to show off their pretty new outfit
... or shoes
... or lipstick (who is that gal with the picture of her putting on lipstick - one of the hottest pix on this site!)
because they want people to enjoy all of them
they don't want to be rejected in real life, so let's let them see the real deal right off.
