No, you need a charge to be arrested.

The authorities don't just run around arresting people and decide what to charge them with later.

That would be like those evildoer countries we invaded.

ACORN Buster James O'Keefe's Arrest Shocks Conservatives

The four are charged with entering federal property under false pretenses for the purpose of committing a felony, which is punishable by up to 10 years in prison and a $250,000 fine.
 
Authorities say O'Keefe took cell phone camera video of two accomplices who posed as telephone repairmen while the fourth suspect used a listening device in a car a couple of blocks away. An FBI agent's affidavit (click to see PDF) says O'Keefe admitted to federal agents that he was part of the scheme.

Hell I'm not even a para-legal.....but I'm aware enough to know that one can not be arrested without some charges pending.Now in many cases the charges a prosecutor decides to prosecute are often not the same as those charged by the arresting authority.....but in this country one is not subject to arrest without charges being alleged.

Many times people are "brought in for questioning" without being arrested, aren't they?
Hell, I know you're not arrested without the cop infoming you of a "charge"; which is, as youy say, subject to change.
Maybe I'm thinking of "formally charged", as in: arraigned.
Mostly I just don't trust much of what i read (that and I really hope this kid didn't do something terminally stupid).

The incident occured on Jan 25th. I started the thread on the 26th. Yeah, real lax, and yahoo posted about it BEFORE it happened?

Another one that needs to read a bit more on subjects.

If these aspiring reporters did anything wrong they deserve to be prosecuted.

Thats obvious.

But what I'm wondering is why does THIS immediately rise to the top of Yahoo news, and why did the networks report on this so loudly and promptly, after the scandalous crimes of Obama's criminal ACORN organization went virtually unreported by these same "news" outlets for weeks.

To the extent that I am sticking up for him ("I hope he didn't do something terminally stupid") I am doing so both because I would hope the same for anyone, and because I think he did some wonderful work exposing ACORN, which is facing serious charges of their own. In multiple venues.
