Now, every state has, and has always had, the right to opt out of Medicaid/Medicare. LBJ knew it would never pass otherwise. Yet not a single state does. Why? They know the problem would be far worse without those programs. So the answer to Animus' question is "Yes." And the answer to "On balance, will this programs be preferable, workable, successful" is also "Yes." And has been, for over 40 years.
