Well others responded before me and posted links to show when the GOP used it, Besides, if as you state it was used with BI-Partisan support, it makes no sense to use it. If they have the support and votes, why not hold the vote. Clearly in this incidence there is NO support from across the aisle, just as when the GOP used it there was no support from across the aisle, the problem is with the lies the GOP keep stating that they only used it when they had bi-partisan support and only a few times, they used it from 2005 - 2007 more than any other time in history and they did NOT have bi-partisan support or there would be no need to use the procedure
