According to the Richmond police it was a stray bullet fired in the air that just randomly hit Cantor's office as it was coming down. Nothing to see here folks, move along.

Indeed, and there was no way for Cantor to know it was just some random coincidence at the time, he has been receiving threats for awhile for many reasons besides this bill. As somebody else mentioned it is quite possible that a good wind broke the gasline on the other Congressman's brother's grill. I am just sick of both sides trying to score political points with these obvious "nutjobs" acting out. Both sides have been pointing fingers, and it is bullshit. Know what I mean?

If the terrorist is caught on US soil by law enforcement, I think the proper venue is the civilian criminal courts... If a terrorist is caught elsewhere by military they are subject to those courts and processes. Jurisdiction has already been laid out by Congress.

I agree with most of this but I'd also say that a foreign national (especially a citizen of a nation we're at war with or one of their allies) caught on US soil might also be eligible for a military trial.
