That makes little sense, they're controlled by (mostly) elected governments, which (most) clearly aren't any part of any secret anything.

When thinking about global conspiracies, you have to consider that the vast majority of the world isn't like the US or russia...most of us really do live in open democracies.
In the UK, the central bank was nationalised after the war :)
