The spill also affects every citizen in the states. The cost of living is directly related to gas. Florida is a giant sandbar and already below sea level. The same goes for all of those connected to the gulf. Many creatures and plants (that hold and retain soil) are going to die. Despite your fact that offshore drilling contributes to a small percentage... There will be a public reaction. The face of oil has changed. It is not fun when you have to spend massive amounts of money for to fix 'little' leak. That small percentage is a BIG problem. Finally... you must have not read the <SARCASM> on my post. I catch hell from people saying 'We the People' is bollocks (just one). Watch for Bicyclists please.
