Just to answer the question, it's conceivable that it was just some idiot wanting to kill a person or destroy a business for personal reasons. Granted, it's overkill, but as I said... they could be an idiot. I can understand caution in deciding this is a terrorist attack. Terrorism is, afterall, the calculated use of violence (or the threat of violence) against civilians in order to attain goals that are political or religious or ideological in nature. This may not be the case, and we won't know until we either find out who did it and why, or someone claims responsibility and says why it was done.
