Zeprhy....2008 try reading your own link The program was cancelled, then reinstated (to run through that winter) in Jan of 09. It is not currently operating, and there are no plans to start it up again, as it was just a propaganda move to attack Bush.

ok, lets do this real slowly for you 2. t said "I will prove to you that Hugo Chavez is giving free heating oil to the poorest of Americans." So the program not existing does matter. He IS not giving free oil. Apperantly in his drugged out haze, t thinks the program still exists.
