First, no it's not; that would be the legislative enactment, judicial approval, and executive enforcement of unconstitutional laws, which happened more in the 19th century than in the twentieth. Second of all, you see that sort of LEGITIMATE constitutional abuse when it is (1) politically expedient because it panders to a majority of voters (internment camps for Japanese-Americans) or when it suits the short term economic interests of powerful cabals. When it would affect the national character without affording either short-term political gains to decision-makers or the short-term economic gains of king-makers, the preferred method, historically, has been the constitutional convention which, by the way, is a mechanism that was built into the constitution itself precisely to facilitate such changes.
