A practical approach seems appropriate. Delegate! Engage a professional crowd-control firm to herd the hordes into manageable queues. If any miss out, it will only be their own fault, due to lack of the cooperation and sharing that all of the applicants were taught in kindergarten. You will have done your part, above and beyond the call of duty, to ease this urgent crisis which so plagues that other half.
