No, you are missing the point. The problem was not that Clinton started those mortgages (if he did), there are always risky mortgages, which is fine....some investors will be willing to take the risk for the increased profits....the existence/creation of the mortgages was not a problem, or a cause in any way, of the credit crisis, the problem was them being missold as non-risky mortgages.

Correct it could've been anything but it was toxic American mortgages. There's no getting away from that one and the blame lies predominantly with Clinton for them even getting onto the market when he allowed people who couldn't afford mortgages access to them.
