There may be, but this is certainly the most idiotic way to try to prevent any sort of cyber "terrorism". I know at least a little bit about computers and networking, and there's maybe twenty different ways that any web attacks can be prevented, particularly for anything as risky as a power station or a bank, and many of these are already securely in place. Whether the idea for this bill is born out of ignorance or a desire for power, it's bad and unnecessary. Additionally, if you'll check the article I linked (yes, CNET is a reliable news source), then you'll also see that the bill isn't just proposing a broad-scale on/off switch, but also the power to turn off "portions of the internet", including ISP's, ISP regions, and maybe something as specific as webhosts and webservers for websites.
