In a legal sense, it is very hard to be declared not capable of standing trial. There has to be persistant delusions that interfere with your ability to do anything. If you see traffic lights as multicolor rainbows, that would be sufficiently delusional to have your license removed. If you knew you had lost your license but knowingly drove anyway, then you wouldn't qualify as delusional. Proving even an Alzheimer patient as incompetent is very difficult until it is far advanced. If they understand what you tell them at the moment, yet cannot remember it later, it still isn't enough to get conservatorship.
