A federal civil lawsuit is a very expensive thing to fight and since it isn't a criminal prosecution the defandants aren't entitled to state appointed counsel. The suit against the unarmed individual is the one that was dropped and since he did nothing warranting being sued that is perfectly reasonable. They did get a permanent restraining order on the other guy and since it was a civil suit and no monetary damages were alleged that is the maximum outcome possible.
