Thank you Kyttyn, I know there are noise ordinances, but some of those articles an stuff just confuse the hell out of me lol. You, or someone else in your household, might want to consider going over and talking to them about the problem before getting the police involved. Needlessly antagonizing neighbors by siccing the cops on them is pretty far down on the "good ideas" list. ~stef

No. There is nothing you can do. Is there a current inspection sticker? When it expires they will need to fix it-- at least that is how it is in PA.

stef, she'd just scream and yell at me or any one else in my family who goes over there, make it something personal like well we can't afford to sit on our asses while collecting SSI, like YOU do. Or well unlike you, We are not old enough to be retired and have to work* my dad's 71 and is retired* And yes, she's told me that while we were having a friendly conversation about craft stores. And on other times when she didn't like a situation and her perception of it. she's not a reasonable person. Any time there's a problem and you try to talk to her, she'll just scream at you and insult and denigrate you or stuff about you.. Hell she'll turn on you and insult you when you're simply talking to her and she's in a good mood. She's famous for putting her nose where it don't belong, or making insults to you. She's always telling my dad you need to paint the house, it looks so ugly, or when you going to mow your lawn, or when you going to trim your rose bushes, or well never mind, that stuff isn't pertinant. Today she called me the retard next door, because she was pissed at her kids for not behaving and was ranting and screaming AND LOUDLY, about how people tell her how to raise her kids, every one has an opinion an tries to tell her how to do it, even the retard next door who has no kids. And yes, I am the only one"next door with no kids" so I know it's me she's talking about. And I never even told her a thing about how to raise her kids, she was just pissed off and spewing venom, which she's famous for doing. Every single day, she's screaming an cussing at her kids, or her husband, or screaming about someone in her family. She;s got serious anger management issues. Then don't talk to her, talk to her husband. It's always worth talking before turning up the heat. Who knows, you may catch them in a moment of calm. In any case, you had better be prepared for retaliation if you go to the police. If they find out you are the one who got the police on them, you can bet things will get worse. ~stef

I would not call the police. At some point they will be pulled over or the inspection renewed. I try extra hard to blend in with the neighbors here- and do not want to call the police on small things. IMO that colors the caller- to be petty and then if something serious does come up- they figure it is not that important. If you ever do have to call on a non emergency item- then use the non--emergency number. Not 911.

I personally would NOT go over to someone's home if they seem confrontational or angry as a general state of being. I would write them a letter, make a copy and send it certified mail. (so that you have a copy) then I would give them a reasonable amount of time to remedy the issue before going to the city (not the police) and filing a complaint regarding California's Noise Control Act. During that time I would keep track of every time their muffler wakes up anyone in your household. I would also talk to any other neighbors that you are friendly with and see if they have the same issue and if they do go to the city as a neighborhood.

Not 911. It is hard to play by the rules when everybody else doesn't. While you don't use 911 for non-emergency, everybody else does and as the result your one phone call won't matter. On the bright side of things, think about it this way: if everybody would stop calling 911 for non-emergencies, then they would need less operators and as such, some people will lose a job. So would be kind of helping ;)

How long has this been going on? If it is a reasonably recent annoyance, then how much harm can it do to be patient and wait to see if they are going to fix it? They may be having to save up to get it done. Are they getting up at 2 am to go to work? I assume they are, and I wouldn't want to be the one to put an added hardship on someone by calling the police on them and risking that they lose their only ride to work, which is how I imagine they'd make the money to fix the muffler so that it isn't a problem in the future. I guess I'm just very non-confrontational, but I prefer to do all I can to keep the peace between my neighbors and myself and my family. She doesn't sound very pleasant. When someone is unpleasant and unreasonable, then it serves no real purpose to paint a target on yourself, by antagonizing them - which is probably all a police visit to them will serve to do. Unpleasant, unreasonable and vindictive can really cause you problems you don't need in life. Pick your fights, that's my personal philosophy. Maybe you could offer to help her out, by babysitting her kids for free, so they can save up faster to get a muffler?

No, there's probably nothing the law can do about it but I would still call the police and explain the situation and see what they say just to make sure. Sometimes noise ordinances are written in very vague fashion - maybe you might get lucky. Can't hurt to ask. There is an guy who lives across the street from me. Loved to rev his motorcycle when he started it up every day before he left. It was in the mid morning - long after most other folks were out of bed - but I work nights and sleep days so it really annoyed me. Sometimes on quiet Saturday or Sunday afternoons he'd just go out there and sit on the bike revving it for no apparent reason.Then the bike broke down and he fucked it up even worse when he tore it apart trying to repair. Blessed silence ever since except the sound of my laughter echoing down the street.

Hunk, there are no inspections done for cars in CA except for emissions testing in certain counties. It's done every other year. That's when they might bust them for the muffler.
